ISSF and World Intellectual Foundation sign MoU to take India’s voice to the world


Two New Delhi think tanks will work together on research, reports, indices and dialogue

NEW DELHI, 8 October 2026 — The Indian Strategic Studies Foundation (ISSF) and the World Intellectual Foundation (WIF) have signed a Memorandum of Understanding to work together on research, policy and public dialogue. The MoU was signed in New Delhi on 6 October 2026 by Ms Hemangi Sinha, Project Lead, WIF, and Mr Udayan Raj Singh, Director and Head of Research, ISSF.

The partnership brings together two new-age, non-partisan think tanks with complementary strengths. WIF works on governance, public policy, society and culture, and publishes the Responsible Nations Index. ISSF focuses on geopolitics, defence, strategic affairs and soft power, and publishes the World Soft Power Index.

Areas of cooperation

Under the MoU, the two institutions will cooperate in:

  • joint research, policy papers and studies
  • the joint preparation and publication of reports and indices
  • conferences, roundtables, lectures and dialogues
  • capacity building, internships and fellowships for young researchers
  • engagement with academia, policymakers, industry and media
  • the publication and wider dissemination of each other’s work

The framework is broad and non-exclusive. It lets the two institutions take up joint initiatives as opportunities arise, while each keeps full independence over its own research and findings.

The two institutions expect to announce their first joint initiatives in the coming months.
